A preferential origin check is the verification that goods satisfy the rules of origin set out in a preferential trade agreement, entitling them to a reduced or zero duty rate. Customs authorities and importers compare origin certificates, commercial invoices, and production records against the value-added and processing requirements of the relevant agreement – such as an EU free trade agreement or the Generalised System of Preferences (GSP). In practice the process is often two-stage: the exporter or its customs broker first confirms that origin criteria are met, after which the importing country's customs authority may conduct a post-clearance verification. Goods that fail the check become liable for the full standard tariff, potentially with retroactive effect on already-cleared shipments. This is distinct from a non-preferential origin check carried out for anti-dumping purposes, which follows a separate set of rules.
