Administrations may initiate such reviews on the basis of specific doubts about the authenticity of a certificate of origin, or through risk-profiled random sampling with no prior suspicion. The examination covers supplier declarations, EUR.1 certificates or origin statements, production records, and accounting documentation held by the importer—or, via mutual administrative assistance, obtained directly from the foreign exporter or manufacturer. Where the audit reveals that preferential duty rates were claimed without entitlement, customs will recover the difference to the standard tariff rate, often with interest and penalties, creating material financial exposure that importers and freight forwarders can mitigate through robust record-keeping and periodic internal compliance reviews.
