At major hubs, the port operator typically functions as a public or semi-public authority, while individual terminals are run by private concessionaires under long-term concession agreements. For freight forwarders and shippers, the distinction matters because port dues, access rights, and overarching service standards are set by the port operator, not by individual terminal operators.
