A port concession is a time-limited contractual right granted by a port authority to an operator – private or public – to manage and provide services within a defined port area or terminal. In return, the concessionaire pays concession fees and commits to agreed performance, quality, and safety standards. The model enables port authorities to bring in specialized operators without transferring ownership of the underlying infrastructure, which remains publicly held. In container terminal concessions, contract terms spanning several decades are the norm, giving operators the time needed to recover capital expenditure on cranes, handling equipment, and IT systems. A port concession is distinct from full port privatization: public ownership of the physical assets is retained throughout the concession period.
