Port admission requirements cover valid classification certificates, safety equipment approvals, crew competency records, and proof of P&I insurance, and must be met alongside international codes including ISM, SOLAS, and MARPOL. A single missing or expired document is sufficient grounds for denial of entry – inspectors have no discretion to waive mandatory items. Individual ports layer their own technical conditions on top: restrictions on ship type, draft limits, and specific cargo categories such as hazardous materials or bulk commodities. On the cargo side, carriers must present bills of lading, safety data sheets, and conformity declarations before entry is granted.
