Unlike flat-rate tolls or annual vignettes, the charge is calculated on actual kilometres driven in Switzerland, combined with the vehicle's axle count and emission category, giving operators a direct financial incentive to use cleaner trucks and avoid unnecessary mileage. For international carriers, the LSVA is a distinct line item when costing transits through or into Switzerland and must be factored into freight quotes. Revenue is earmarked for rail and road infrastructure as part of Switzerland's policy to shift freight from road to rail. Foreign vehicles pay via an electronic recording system, with data verified at border crossings and during roadside checks.
