# Passar recipient role (consignee role)

In the Swiss goods-traffic system Passar (Federal Office for Customs and Border Security, BAZG), the recipient role designates the participant role of the consignee – the person or company to whom imported goods are delivered or at whose destination the goods arrive. In plain terms: whoever receives goods from abroad is the recipient in Passar. For professionals (forwarders, hauliers, customs agents, trading firms): Passar separates goods data and transport data into a goods declaration and a transport declaration. On import, the declarant creates the goods declaration neutrally – without details of the (authorised) recipient or the authorised location; only the recipient then activates the goods declaration at its location (activation), which triggers assessment. The role is requested in the BAZG ePortal as a business-partner role and assigned to the Business Partner ID (GP-ID); it carries obligations (cooperation, retention of supporting documents, compliance with BAZG selection and controls). Distinction: the ordinary recipient role must not be confused with the authorised consignee (a special authorisation to take delivery of goods at one's own location without presenting them to the customs office), with the importer (the legally responsible party) or with the declarant role. It replaces the earlier role concept from e-dec.
