# Passar participant role

In the Passar goods traffic system of the Swiss Federal Office for Customs and Border Security (BAZG), the "participant role" (Beteiligtenrolle) defines the function in which a participant takes part in a goods declaration (Warenanmeldung). In plain terms for private individuals and shippers: it answers the question "who is what?" in a customs clearance – for instance whether a company acts as importer or as carrier.

For practitioners (freight forwarders, hauliers, customs agents, trading firms): each participant (identified by its BAZG number / UID in the ePortal) is assigned one or more roles in the declaration – typically declarant, importer, exporter, consignee, consignor or carrier. The role determines duties, responsibilities and liability as well as who is accountable for charges and the assessment (Veranlagung). Roles are transferred as structured data (web interface or B2B interface/API) and interlock with the transport declaration in Declar.

Distinction: the participant role describes the function; the participant itself is the person or company behind it. The specific role of the party actually submitting the declaration is the declarant role (Anmelderolle). The role concept belongs to the new Passar system and replaces the corresponding data structure of the legacy e-dec system under the DaziT programme. Status: July 2026.
