Origin determination is the formal customs assessment establishing the country in which a good was produced or acquired its economic origin. It decides whether a good meets the applicable rules of origin and therefore qualifies for preferential tariff treatment under free-trade agreements or the Generalised System of Preferences (GSP). Customs officers base their assessment on shipping documents, certificates of origin, supplier declarations on invoices, and, where necessary, further supply-chain inquiries. Origin determination is distinct from tariff classification: classification identifies the HS code of a good, while origin determination answers where that good was economically produced. Incorrect declarations can result in duty arrears, penalties, or loss of preferential benefits.
