# Official customs clearance

Unlike private customs brokerage, official customs clearance is a sovereign procedure by which customs authorities examine, classify and release goods in cross-border trade, with legally binding effect. The importer or their authorised customs broker initiates the process by lodging a customs declaration, which triggers verification of commercial documents – commercial invoice, packing list, certificate of origin – tariff classification, and calculation and collection of duties and import VAT. Authorities may also order a physical inspection of the goods. In the EU, the release decision formally documents clearance; only then may goods enter free circulation or be forwarded. Incomplete or incorrect declarations result in penalties, cargo seizure or significant delays.
