In customs clearance, the term non-FTA country comes into play whenever goods originate from a state with which the importing economic bloc – such as the EU – has not concluded a preferential trade agreement. Standard WTO most-favoured-nation (MFN) tariff rates apply, which are typically higher than the preferential rates available under free trade agreements. Freight forwarders handling such shipments must provide full standard documentation; there are no simplified origin procedures or tariff quotas derived from bilateral or multilateral deals. The practical result is higher duty costs and, in many cases, longer clearance times – both of which need to be factored into pricing and transit calculations.
