A customs transit declaration under NCTS formally captures several designated parties, each with clearly defined roles and responsibilities within the system. These typically include the consignor, consignee, carrier, loader, and any authorized or customs representative acting for another party. Each participant receives only the system notifications relevant to their role—such as release confirmations, control orders, or discharge notices—and bears responsibility for their segment of the transit operation. Role assignment is more than administrative: it forms the basis for customs risk analysis and determines who is contacted or held accountable in the event of irregularities. In Switzerland these parties are recorded in the transit declaration within the BAZG system Passar, which handles the common transit procedure (CTC) and the national transit procedure via NCTS.
