Customs authorities issue an NCTS control decision when a transit movement under the New Computerised Transit System is selected for examination. The decision determines whether the consignment may proceed without conditions, whether supporting documents must be produced or verified, or whether the transit is to be suspended. It forms the formal basis for any subsequent action by the office of departure or the supervising authority and is recorded electronically within the NCTS. Not to be confused with the NCTS control result, which captures the factual findings once an inspection is complete. In Switzerland, transit movements have since 1 May 2024 no longer been handled via a separate NCTS front-end but exclusively through the BAZG goods-traffic system Passar (transit declaration); Passar 1.0 implements the EU NCTS Phase 5 message format.
