A freight forwarder tasked with shipping rocket engines, unmanned aerial vehicles (UAVs), missile components, or related guidance software will inevitably encounter the MTCR. The Missile Technology Control Regime is an informal multilateral export control arrangement that coordinates national controls to prevent the proliferation of delivery systems capable of carrying weapons of mass destruction. It operates two control lists: Category I covers complete rocket systems and key subsystems with a payload capacity of at least 500 kg and a range of at least 300 km, carrying a strong presumption of denial for export licences; Category II encompasses broader dual-use technologies and equipment subject to case-by-case review. Because the MTCR is not a binding international treaty, each member state implements the guidelines through its own national legislation, resulting in varying licensing procedures depending on the country of export.
