At the customs checkpoint in the destination country, the first document an officer looks for on intra-Mercosur shipments is the Certificate of Origin — known as Form M or FM. It certifies that the goods satisfy the bloc's rules of origin and are therefore entitled to preferential duty treatment. The exporter completes the form, or has it completed under their responsibility, and the competent chamber of commerce must then validate it. The FM travels with the shipment through to final clearance; if it is absent or contains errors, the goods are assessed at full Common External Tariff (AEC) rates. The FM is distinct from a general certificate of origin issued for exports to countries outside the Mercosur bloc, which follows different procedural requirements.
