Hauliers, freight forwarders, and carriers pay a toll as a usage-based charge for access to designated roads, bridges, or tunnels, with revenues directed toward infrastructure construction, maintenance, and operation. European toll structures are typically tiered by vehicle weight, axle count, and emission class (EURO standard). Two fundamentally different billing models exist: distance-based tolling, which charges per kilometre driven, and time-based vignettes, which grant network access for a fixed period. For cross-border freight, toll costs are a calculable line item in rate-setting and can steer routing decisions. Not to be confused with port dues or airport charges, which apply to other transport infrastructure.
