The LSD is a self-issued document certifying that all deliveries within a defined validity window – typically up to one year, issued either retrospectively or prospectively – satisfy the applicable rules of origin under a preferential trade regime. Buyers rely on it to produce their own preferential proofs of origin, such as a EUR.1 movement certificate or an invoice declaration. It differs from a single-shipment supplier declaration, which covers only one delivery. Incorrect or unjustified LSDs can trigger recovery of preferential duties, making careful origin verification by the issuing supplier essential.
