These agreements cover the temporary provision of rolling stock – locomotives, freight cars, bogies – to railway undertakings in exchange for regular payments, with terms specifying duration, maintenance responsibilities (typically assigned to the lessee), insurance, liability, and return conditions. In European freight rail, dedicated leasing companies known as ROSCOs (Rolling Stock Operating Companies) hold large fleets and supply operators on flexible terms. Not to be confused with short-term wagon hire, which is settled on a daily or hourly rate and does not transfer ongoing maintenance obligations to the hirer.
