Unlike an ordinary shipper, a Known Consignor holds a formally recognised security status within the air cargo supply chain. Companies achieve this designation by demonstrating to the competent aviation security authority that their internal security measures – covering site access, staff procedures, and packaging controls – meet prescribed standards. Cargo tendered by an approved Known Consignor may be accepted under a simplified security regime, with certain screening requirements waived or replaced by risk-based handling. The status is not permanent: it is subject to periodic audits and lapses if compliance cannot be maintained. The Known Consignor should not be confused with the Regulated Agent, who is an intermediary authorised to accept and screen cargo on behalf of others.
