Freight forwarders, exporters, and compliance officers handling U.S.-origin defense goods operate under ITAR—the International Traffic in Arms Regulations. Administered by the Directorate of Defense Trade Controls (DDTC) within the U.S. Department of State, ITAR governs the export, reexport, and transfer of defense articles, defense services, and related technical data listed on the United States Munitions List (USML).
