# International Ship and Port Facility Security Code (ISPS Code)

The ISPS Code (International Ship and Port Facility Security Code) entered into force in 2004 as a mandatory amendment to the SOLAS Convention, adopted by the International Maritime Organization (IMO) in direct response to the September 2001 attacks. It requires shipping companies and port operators worldwide to conduct formal security assessments, establish controlled access zones, appoint certified security officers, and conduct regular drills and exercises. Each vessel must hold an approved Ship Security Plan (SSP); each port facility requires a Port Facility Security Plan (PFSP) endorsed by the relevant national authority. The ISPS Code is distinct from SOLAS provisions on structural safety and fire protection – its sole focus is preventing intentional unlawful acts against ships and ports. Vessels unable to present valid compliance documentation are subject to port state control inspections and, in serious cases, detention.
