When a road transport operator starts moving freight across borders, it quickly encounters frameworks that the IRU has negotiated or administers. The International Road Transport Union (IRU) is the global industry body for road freight and passenger transport; founded in Geneva in 1948, it today represents national associations from around 70 countries. Its best-known operational instrument is the TIR transit system, which allows sealed vehicles to cross international borders without full customs clearance at every frontier.
