The International Maritime Dangerous Goods Code, published by the International Maritime Organization (IMO), is the globally binding framework for carrying hazardous materials by sea. It classifies dangerous goods into nine classes, from explosives (Class 1) to miscellaneous hazardous substances (Class 9), and prescribes packaging standards, marking and labelling requirements, documentation obligations, and emergency response procedures. Shippers and freight forwarders are responsible for correct classification and declaration; carriers may refuse misdeclared cargo. Non-compliance can result in substantial fines and, in the event of an incident, significant liability exposure. The Code is updated periodically through amendments that enter into force on fixed effective dates.
