An international freight forwarder manages the end-to-end movement of goods across borders on behalf of a shipper, coordinating every link in the transport chain. Core tasks include selecting routes and carriers, booking freight capacity, preparing transport documents such as bills of lading and air waybills, filing customs declarations, and arranging handling and storage. The forwarder is distinct from the carrier: the carrier physically moves the goods, while the forwarder acts as the shipper's agent and bears its own contractual and statutory liability for errors in execution. In practice, many forwarders also take on carrier roles – for instance in groupage or consolidation shipments – creating mixed liability frameworks governed by the applicable transport conventions.
