Safe cross-border movement of hazardous materials depends on shippers, forwarders, and carriers all working to the same rulebook—and the applicable framework varies by mode of transport. ADR governs road haulage, RID covers rail, the IMDG Code applies to sea freight, and IATA-DGR sets the rules for air cargo. Each framework requires UN classification of the substances, approved packaging, correct markings and hazard labels, and complete transport documents such as a dangerous goods declaration or shipper's declaration. Misclassification or incomplete paperwork can lead to shipment refusal, regulatory fines, or personal liability in the event of an incident. Cross-border consignments must additionally comply with the requirements of every country of transit and destination, adding a further layer of due diligence for forwarders.
