In intermodal transport, the obligation to comply with weight rules becomes binding no later than when a loaded container reaches a terminal or weighbridge: the actual gross weight must be determined, documented, and declared to authorities and carriers. For sea freight, the SOLAS convention mandates a Verified Gross Mass (VGM) before a vessel may load the unit; without a confirmed VGM, the carrier is prohibited from accepting the container. On road, national axle and gross vehicle weight limits apply and vary by country and vehicle configuration. Missing or inaccurate weight records result in terminal holds, regulatory fines, and in serious cases forced discharge. Accurate weighing documentation is therefore a hard operational prerequisite, not a procedural formality.
