# Instruction / Directive (BAZG)

A BAZG instruction (Weisung) is an internal administrative order by which the Swiss Federal Office for Customs and Border Security (BAZG) defines how customs and duty rules are to be applied in practice. It translates statutes and ordinances into concrete operating instructions for BAZG staff and thereby ensures a uniform administrative practice. For freight forwarders, hauliers, customs agents and trading companies, such instructions matter because they reveal how the BAZG interprets a given case – for example in the goods declaration, the assessment or in transit. The BAZG publishes its binding requirements on bazg.admin.ch as directives (numbered, e.g. R-10 for assessment or R-14 for transit), instructions (Weisungen), circulars and as forms, information sheets and publications. An instruction must be distinguished from the actual legal norm: statutes (such as the BAZG Enforcement Tasks Act) and ordinances are the legally binding basis, whereas instructions and directives specify how these norms are applied and primarily bind the authority itself. Under the DaziT digital transformation, procedural requirements are increasingly aligned with the Passar and Declar systems.
