When a sea or air freight shipment needs insurance cover, the Institute Cargo Clauses (ICC) define the terms: they are the globally dominant standard conditions for cargo insurance, developed by the London insurance market. Three forms exist – ICC A (all risks, the broadest cover: all losses respond unless expressly excluded), ICC B and ICC C (named perils only, with C offering the narrowest scope). Under letters of credit, the chosen ICC form must be stated on the insurance certificate. The burden of proof differs significantly: under ICC A the insurer must establish an exclusion; under ICC B and C the insured must prove the peril falls within the listed risks. The abbreviation ICC should not be confused with the International Chamber of Commerce's ICC, which governs Incoterms.
