Freight forwarders and exporters invoke the agreement to claim preferential duty rates—but only when shipments comply with the CEPA's rules of origin and are accompanied by a valid certificate of origin. Unlike a straightforward free trade agreement, a CEPA also addresses services trade and investment protection, making it a broader economic framework.
