The seal – increasingly an electronic or high-security single-use seal – serves as proof of integrity and is a prerequisite for transit procedures such as T1, TIR, or the ATA Carnet to function correctly. A seal found damaged or missing on arrival constitutes a customs irregularity that can trigger assessment of all duties originally suspended under the transit procedure. For freight forwarders and customs agents, thorough documentation of seal numbers and their condition at both handover and receipt is a compliance obligation routinely checked at border controls.
