When a shipment is booked on a vessel bound for the United States, the importer must electronically submit specific cargo data to U.S. Customs and Border Protection (CBP) before the goods are loaded. This advance reporting requirement is formally known as the Importer Security Filing (ISF) – widely referred to as the "10+2" rule. It mandates ten importer-provided data elements, including seller, buyer, manufacturer, ship-to party, commodity description, and container stuffing location, plus two carrier-provided elements, all filed at least 24 hours prior to vessel loading at the foreign port. CBP uses this advance data to conduct risk assessments and flag potentially dangerous or non-compliant shipments before they reach U.S. ports. Importers and freight forwarders who miss filing deadlines face monetary penalties and potential cargo holds. The ISF should not be confused with the broader term "importer security controls", which refers to a company's internal security measures.
