When a customs entry is filed in the United States, the Importer of Record must hold a valid Importer Identification Number issued by U.S. Customs and Border Protection (CBP) — without it, no entry can be processed. The number identifies the individual or legal entity that bears legal responsibility for compliance with all US customs laws and payment of applicable duties. US-based entities typically use their Employer Identification Number (EIN) for this purpose; foreign importers without an EIN apply directly to CBP for an assigned number. Consistent use of the identifier is also a prerequisite for a functioning compliance programme and complete traceability of an importer's entry history.
