Before a shipment is dispatched, it must be established whether the goods are even permitted to enter the destination country—this is where import restrictions come into play. An import restriction is a government measure that limits or entirely prohibits the importation of specific goods, product categories, or consignments from particular countries of origin. Grounds range from public health protection and phytosanitary requirements to environmental and species conservation rules such as CITES controls on wildlife products, as well as trade policy instruments including import quotas and anti-dumping measures. Unlike customs duties, which raise the cost of imports without blocking them, an import restriction structurally limits or eliminates market access. Freight forwarders and importers check applicable restrictions against the commodity's tariff classification and the destination country's current regulations before the consignment leaves the point of origin.
