An import license is an official government authorization that must be obtained before certain goods can legally cross a border into the importing country. Customs authorities or sector ministries issue these licenses to manage trade flows through quota systems, safeguard measures, strategic controls, or sanctions enforcement. A license typically specifies the permitted quantity, a validity period, and – depending on the regime – the named importer of record or consignee. In day-to-day freight operations, the license must be secured before shipment and presented to customs upon arrival; without a valid license, cargo faces detention, return to origin, or confiscation. Not to be confused with a certificate of origin, which documents where goods were produced but does not constitute import authorization.
