When regulated goods arrive at an importing country's border, customs authorities typically require a valid import licence before processing the goods declaration. This official authorisation, issued by the competent trade or regulatory body for a defined period, specifies which products and what quantities may lawfully enter. Common application areas include arms, pharmaceuticals, foodstuffs, tariff-rate quota shipments, and goods subject to trade defence measures such as anti-dumping duties. Unlike an export licence—which the exporting country grants to the shipper—an import licence is an instrument of the importing country, used to manage trade flows and protect domestic markets. Importing without a valid licence typically results in cargo seizure and administrative penalties for the importer.
