ICS2 (Import Control System 2) is the second-generation EU pre-arrival notification framework, enabling customs authorities across the member states to conduct security and risk screening on inbound shipments before they reach the external border. Air carriers, postal operators, maritime and road transporters are required to submit shipment data – commodity description, consignor, consignee, and other prescribed particulars – through a centralised EU repository. Authorities automatically match this data against risk profiles and determine whether a consignment is cleared or flagged for intervention. Compared with the first-generation ICS, ICS2 replaces fragmented national systems with harmonised datasets and a shared platform, making cross-border risk analysis substantially more effective. The scope has been expanded significantly, particularly for express and postal consignments, with rollout carried out in multiple phases.
