A customs declarant faces a consignment of multi-component products where no single tariff heading is an obvious fit – this is precisely when the HS Explanatory Notes become the essential working reference. Published by the HS Committee of the World Customs Organization (WCO), they clarify for every chapter note, heading, and subheading of the Harmonized System which goods fall within scope, which are explicitly excluded, and how borderline cases should be handled. While not formally binding, they are universally recognized by customs authorities, trade tribunals, and compliance teams as the standard interpretive tool. They should not be confused with binding tariff information (BTI) rulings, which are issued at country level and carry direct legal force in that jurisdiction.
