Hauliers and logistics operators may only assign drivers holding a government-recognised certification to operate heavy trucks above 3.5 tonnes gross vehicle weight. In the EU, this requires the appropriate licence category – C for rigid vehicles, CE for vehicle-and-trailer combinations – plus a Certificate of Professional Competence (CPC) issued under the EU's Professional Drivers Directive. Initial qualification is obtained through theoretical and practical examinations covering vehicle dynamics, load distribution, braking behaviour, and compliance with national and international traffic law. The CPC must subsequently be renewed through periodic refresher training to remain valid. Operators who deploy uncertified drivers face direct liability exposure, fines, and the potential suspension of their operating licence.
