Before a commercial driver can legally haul hazardous materials – chemicals, explosives, radioactive substances, or compressed gases – a HazMat Endorsement must be added to their Commercial Driver's License (CDL). The endorsement is issued following a written knowledge test and, where required, a security threat assessment conducted at federal level. It authorizes the holder to transport federally regulated dangerous goods on public roads within the United States. Validity is time-limited and renewal is mandatory; specific requirements may vary by state and cargo type. Carriers dispatching unendorsed drivers face regulatory penalties and bear direct liability in the event of an incident. In Europe, an equivalent qualification is obtained through the ADR training and examination framework.
