Without a haulage permit, no operator may legally carry goods commercially by road – it is the foundational authorization issued by the competent authority to run as a freight carrier. The permit typically defines permitted operating territories, gross vehicle and axle weight limits, and any cabotage restrictions applicable when crossing into a foreign jurisdiction. Within the EU, mutual recognition of national operator licences is governed by EU transport regulations; for third-country operations, bilateral agreements or additional specific permits apply. Carriers must renew their authorizations at prescribed intervals and produce them during roadside checks – non-compliance can lead to prohibition orders or licence revocation. A haulage permit is not the same as vehicle-specific exemption permits required for abnormal loads or dangerous goods consignments, which must be applied for separately.
