A harbor pilot is a state-licensed navigator with detailed local knowledge of a specific port or waterway who guides vessels safely through their approach, port maneuvers, and departure. The pilot boards at a designated station outside the harbor entrance and advises the bridge team on navigation – legal command responsibility, however, remains with the master at all times. Intimate knowledge of local tidal currents, shoals, channel depths, and traffic regulations makes the pilot indispensable, especially for vessels calling infrequently. Compulsory pilotage applies in most major seaports, with pilotage fees borne by the shipowner or operator. Not to be confused with towage, which provides the physical force to push or pull a vessel; the pilot's role is navigational guidance, not propulsion.
