Harbor dues are charges levied by a port authority for a vessel's use of berths, navigation aids, and port infrastructure, generally calculated on the basis of gross tonnage and length of stay. When a container ship calls at a major port, the dues are typically invoiced to the shipowner or operator before cargo operations even begin. Alongside the basic berthing fee, separate tariff items usually cover pilotage, mooring, shore power, and fresh water supply. Rates differ considerably between ports and trade routes, making them a predictable cost element that shipowners and operators factor into freight pricing. Harbor dues should not be confused with the terminal handling charge (THC): THC covers cargo operations at the terminal, whereas harbor dues are assessed against the vessel itself.
