Customs authorities, freight forwarders, and importers rely on goods classification systems to assign every product a binding tariff code based on standardised criteria: material composition, manufacturing process, and intended use. The globally authoritative framework is the Harmonized System (HS), maintained by the World Customs Organization (WCO); national schedules such as the EU's Combined Nomenclature (CN) build on its six-digit foundation. The assigned code determines the applicable duty rate, any import quotas, and licensing or permit requirements. Misclassification can trigger duty back-payments, border holds, and regulatory penalties. Unlike internal inventory categories, HS classification carries direct legal and financial consequences at every customs frontier.
