Goods classification is the systematic assignment of merchandise to standardized categories based on objective criteria such as composition, intended use, hazard characteristics and packaging. In international trade, it underpins customs tariffing via the Harmonized System (HS) code and compliance with transport regulations, including IATA, ADR and IMDG hazard class requirements. For freight forwarders and customs declarants, correct classification is a legal obligation: misclassification can trigger duty reassessments, fines or shipment delays. It also drives operational decisions on storage zones, handling equipment and freight rate calculation. Classification and tariffing are closely linked but distinct—the former is the categorization process, the latter its outcome as an applicable duty rate.
