Because they are physically measurable and transferable, they form the subject of freight, customs, and trade law. Customs legislation typically applies a narrower definition: categories such as hazardous materials, pharmaceuticals, or dual-use items are subject to additional controls, permits, or outright restrictions. Freight forwarders, warehouse operators, and customs declarants structure their workflows around the nature of the goods and the applicable regulatory framework. In transport contexts, 'goods' is often used interchangeably with 'cargo', though cargo more precisely refers to goods in the act of being carried.
