The certificate is issued by an authorised, typically government-recognised body and records the treatment type (such as heat treatment or chemical fumigation), the date of application, the goods or materials treated, and the responsible party. In daily forwarding practice, it accompanies shipments of plant-based commodities, wood packaging, and certain foodstuffs, and must be presented before customs clearance can be completed. It is distinct from a phytosanitary certificate, which covers the broader plant health status of a consignment rather than a specific treatment event.
