The "Basisrolle Fracht" (freight base role) is an authorisation (role) that companies apply for with the Swiss Federal Office for Customs and Border Security (BAZG) in order to be allowed to declare goods electronically. In plain terms: anyone who wants to import, export or move goods in transit and submit the electronic customs declarations themselves needs this basic authorisation. For professionals: the freight base role is requested in the customs client administration (ZKV) and authorises declarations in e-dec Import, e-dec Export and in NCTS / the national transit procedure (nTV). The prerequisite is the one-time registration of the business identification number (UID) in the ZKV; a ZKV certificate is additionally required for transmission. Typical holders are freight forwarders, hauliers, customs agents and importing/exporting trading companies. As part of the digitalisation (DaziT programme), role and rights management is moving into the BAZG ePortal, where the business-partner roles that govern access to the new Passar goods-traffic system are administered (transition ongoing, dates may shift). Distinction: the freight base role is a declaration authorisation – not the settlement account (ZAZ) and not AEO status.
