Form E is a certificate of origin issued under the ASEAN–China Free Trade Agreement (ACFTA), certifying that goods traded between an ASEAN member state and China meet the applicable rules of origin and therefore qualify for preferential tariff rates. The competent government authority in the exporting country issues the document, which must accompany the commercial invoice and bill of lading at import declaration. Where origin criteria are satisfied – either through wholly obtained status or sufficient processing – ACFTA preferential duties apply; otherwise standard MFN rates are assessed. Unlike Form D, which covers intra-ASEAN trade, Form E applies exclusively to ASEAN–China trade flows. Freight forwarders and importers should pay close attention to validity periods and the conditions for retroactive issuance, as formal deficiencies are a common ground for rejection by customs authorities.
