Unlike domestic commerce, foreign trade covers the cross-border exchange of goods between countries or economic blocs – encompassing exports, imports and transit trade. It operates within a framework of customs procedures, export controls, rules of origin, and bilateral or multilateral trade agreements that set the conditions under which goods may legally cross a border. Freight forwarders, customs brokers and export departments handle the associated paperwork daily: customs declarations, certificates of origin and export licences. Foreign trade should not be confused with foreign trade statistics, which refers to the official recording and analysis of these flows. Any business that sources or supplies goods internationally falls within the scope of foreign trade law.
