Customs authorities, trade ministries, and export control agencies impose export restrictions to prohibit or limit the shipment of specific goods, technologies, or services to designated countries or under defined conditions. The underlying objectives include national security, enforcement of political sanctions, nonproliferation, and prevention of dual-use misuse. Exporters are required to screen every shipment against applicable control lists – such as the EU Dual-Use Regulation or the US Export Administration Regulations – before dispatch. Non-compliance can result in substantial fines and criminal liability. Unlike tariff rate quotas, which cap tradeable volumes, export restrictions can constitute outright bans irrespective of the quantity involved.
